Mr. Speaker, last week I tabled the community transfer initiative implementation plan, which represents the government's commitment to recognize and encourage community self-government.

The initiative will transfer government programs and responsibility for decision-making closer to the people, so that program design and delivery will more clearly reflect local needs and traditions. Community governments must be able to decide for themselves what is important and what needs to be done to solve local problems.

In February the government tabled the report entitled "Reshaping Northern Government", which stated that a process needs to be developed for communities to determine if they are ready and able to take on the responsibilities they want. Mr. Speaker, the community transfer initiative implementation plan includes a description of the process which will be used to achieve the goal of transfers to those communities which indicate a desire to take on greater levels of responsibility. The process represents a broad and flexible approach which will allow communities to proceed at the pace, and on the level best suited to their individual and unique needs. I must say again that this is a voluntary process and the initiative to become involved must come from the communities themselves. So far, over twenty communities from across the territories have expressed an interest in beginning transfer talks. Officials have conducted workshops in a number of communities and for the Keewatin Regional Council, and officials are available to conduct further workshops on request.

The process described in the community transfer initiative implementation plan makes frequent reference to the involvement of M.L.A.s. We welcome involvement from all M.L.A.s and I can assure you that I will keep you informed of requests and transfer talks being considered or conducted in your constituencies. I want to be certain that you are aware of and support the decisions being made. I may need the help of the Members to decide which communities in their constituencies should go first if there are more requests than we can handle at any one time.

Finally, Mr. Speaker, I can assure the Members that the Department of Municipal and Community Affairs, through both its headquarters and regional staff, will be closely involved in all transfers to communities. The implementation plan calls for the setting up of a steering committee to oversee the headquarters and technical aspects of transfers. M.A.C.A. will be a permanent member of that steering committee. Regional committees, chaired by regional directors and including M.A.C.A. representatives, will also be established. The communities and the government recognize M.A.C.A.'s expertise as essential during the self-assessment phase of the transfer process. The role of Intergovernmental and Aboriginal Affairs is one of coordination and, if necessary, that of a referee. Departmental Ministers will retain their accountability and responsibility throughout the process.

Mr. Speaker, the community transfer initiative is a cooperative partnership process which involves communities and government on an equal basis. I look forward to getting on with transfer talks with interested communities. Thank you.

Mr. Speaker, I tabled a master development plan, prepared by an independent consultant group for the Department of Justice, which reviews the present correctional system in the Northwest Territories, and makes recommendations regarding its direction to the year 2006.

The master development plan takes into account and considers in its recommendations the current and projected population of the Northwest Territories, rates of crime, types of crime and offender issues specific to our jurisdiction. It looks at rates and types of sentencing as provided by the courts, socio-economic trend data as well as the projected useful life of all of our existing correctional facilities.

The conclusions of the master development plan recommend a broad range of needs and requirements for the correctional system here in the Northwest Territories. Briefly, these recommendations include increases to the fiscal resources, a shifting from high cost custodial services to more effective community corrections, vastly improved information management and staff training services, improved institutional and community programming and the repatriation from southern Canada of all federally sentenced territorial citizens back to correctional centres nearer their home communities.

The common theme of the solutions proposed in the master development plan is the necessity to expand community correctional facilities and open custody release facilities. It is suggested that this overall approach occur as quickly as practicable in order to avoid the much greater costs of institution-based expansions in the future for both adult and young offender populations. Obviously, this extensive report and recommendations, prepared after a broad-based 18 month review process, will require careful analysis by the department, in the context of the overall justice plan which this Assembly recommended to be completed for next October.

That analysis has begun, Mr. Speaker, and I will welcome comments from the Members of this House and from the communities and the public as we proceed. Thank you, Mr. Speaker.

He has helped the government carry out many significant initiatives during the time he spent on the Cabinet and has aided the Nunavut caucus with his wise advice.

With reference to the replacement of Mr. Patterson on Cabinet, the Nunavut Caucus will be prepared to participate in the selection of a new Cabinet Minister later this week. Mr. Speaker, a number of Members have indicated their interest in standing for a Cabinet position. The preference of the caucus is to discuss this matter later this week after allowing Members time to confirm their interest. Thank you.

Thank you, Mr. Speaker. I would like to thank my honourable colleague for his kind words. Mr. Speaker, I noticed the view from this side is quite different. I feel a little bit more secure over here.

Of course, Mr. Speaker, I am honoured to be sitting alongside my elder and the dean of this Legislature, Mr. Pudluk, who I know will help me through the adjustments I will have to make, after 11 years as a Minister on the other side of this Legislature. I have been made to feel very welcome at my first meeting of the Ordinary Members' Caucus this morning, which I found very interesting.

Mr. Speaker, I know that I will get assistance from our capable staff in making this adjustment. In closing, Mr. Speaker, I just want to share a thought I had today as I sat down in this new seat with a new view. (Translation) Thank you, Mr. Speaker. My statement will be brief. I stand today to send my condolences concerning an elder in his 80s, Timotee Idlout. This man is well known by many people in my constituency. He is a wise man and he did not believe in living in a large community. During the days when people were living in outpost camps and they were sending them to the larger communities, he did not change his mind and he stayed at the outpost camp. He stayed at the camp until the end. His family also stayed with him in his camp. He had no desire to move into the larger community. Although his mind was always at the camp, due to medical problems he had to move to a larger community where medical facilities are available. He is a well-known man and has helped many people by hunting and feeding the larger communities. This man will be greatly missed and will be remembered for a long time in our future. We send our condolences and sympathies to the family and friends. He has lived to an old age and God will bless the family.

Inuvik Municipal Election

Mahsi, Mr. Speaker. Mr. Speaker, Inuvik's municipal elections were held in October. The voters elected a new mayor and almost a totally new council; only one incumbent councillor was re-elected. This election is similar to national trends and to other recent elections and votes which were held, which I think gave politicians a clear message to either change the way in which they behave and the way in which they deal with issues, or be replaced. The public is not happy with the status quo.

The new town council has begun its work with vigour and has developed an open door policy of working with the community, the government and the aboriginal organizations. The new council also recognizes that Inuvik is the regional centre and must cater to and be responsive to the needs of the surrounding communities.

I would like to congratulate all the elected Members of the Inuvik Town Council, especially the mayor elect, Mr. Paul Komaromi. I would also like to congratulate the newly elected Members of the community education council and the new chairperson, Mr. Lloyd Binder. With strong leadership and by working together, Inuvik can become a model community, representative of its multicultural base. The Inuvik Town Council will be aggressive in proposing to this government initiatives for decentralization and for more control over local decision-making. I, for one, will be supporting and assisting the council in seeking, through special initiatives and projects, greater autonomy for Inuvik and region. Mahsi.

Thank you, Mr. Speaker. I wanted to discuss a presentation which was made to the Royal Commission on aboriginal people in Rankin Inlet by a person from Baker Lake, regarding the Nauhaaq Food Bank. I think the presentation made by this lady was very good. She starts off talking about the kinds of problems that ordinary people would have in the community of Baker Lake. I will quote some words that she used, because I think that the presentation was made very well.

I quote, "there are very few wage jobs in Baker Lake and the unemployment is around 80 per cent. It is really hard on people. Most of the men are hunters hunting caribou to feed their families, and it is our tradition to share what we have with people who do not have enough for themselves and their children. There are people in Baker Lake who make good salaries, and there are a few people, kabloona business men, who are getting rich. Many, many people can barely afford to feed their families from one week to the next."

She then goes on to describe the "walk of love" which I made a statement, on February 14, 1992, where she walked from the community of Baker Lake to the hill across the lake.

Further into her presentation, she went on to say, "We have gone on the radio asking for donations of country food and people have given us caribou to distribute. We have to give some people caribou because many people cannot afford to hunt for themselves. It costs money to operate the ski-doo, to buy gas and bullets. People get in a trap when they are on welfare. They are not allowed to spend welfare money on their ski-doo, and so, they cannot afford to hunt for themselves. They have no choice but to stay on welfare and even though they have nothing much to do, it is difficult for them to hunt for meat for their family".

She then goes on to give the reason why they now have the Nauhaaq Food Bank; there are a number of reasons why people need this kind of emergency food. People on welfare simply do not have enough money to make it through the entire month, especially if they have a large families and luxuries like a telephone to pay for, and if you have tried your hardest to make...

Thank you, Mr. Speaker, honourable colleagues. If you have tried your hardest to make your money last, but still you run out four days before the next welfare day, you are in trouble, because they will not give you any more money, period. I guess those are the rules.

She has further descriptions of the different kinds of income that are received, such as pensions and G.S.T. returns. They are written out for people who have low income. She goes on to say, "It is also hard for families like mine which depend on pension cheques. The pension cheques are very small because most people who are old today have worked outside the wage economy most of their lives, and the amount of pension they receive depends on the amount they paid into the pension plan through their work.

For all of these reasons, we give emergency food to 30 people every week. We have had to limit our hours because we cannot afford to help everyone we want to. We do not receive any support from any level of government, and I am not aware that any government representative has ever visited our food bank. We have budgeted $350 per month for purchasing dry goods, but already our account is down to $2,353.97. If we do not do a lot of fund raising, we will soon be out of money." She describes how they raise funds, and then she goes on to talk about the people who are in senior positions, people who are her representatives, such as me. "If I knew how to speak English, I would tell important people about the problems that people in Baker Lake and other communities are having. I would invite the Minister of Social Services to let us take him through the people's homes in Baker Lake. If Social Services is not aware of the problems people are having and of the kind of help they and their families need to survive, then we could show them."

I experienced hunger myself many years ago, before we moved into the community. Game was scarce, and there was no welfare to help people out. Many people were very hungry then, but it is really frustrating today to see people trapped in the community who are willing, but not able, to hunt and unable to make it to the end of the month on what they get from welfare. I have been told that you would like to hear recommendations about how aboriginal people's lives could be improved. I guess I could suggest that governments should support food banks like ours. That would not really solve anything. Instead, I want to tell governments to raise welfare and pension levels so that people in Baker Lake and other communities can at least feed their families without having to go to a food bank. I think it is a disgrace that there have to be food banks in such a rich country as Canada. Thank you, Mr. Speaker.

I wanted to draw the attention of my colleagues here to a celebration that took place in Fort McPherson on Friday, which I did not have the opportunity to attend because of some other factors here in this Assembly. Mr. Speaker, we have another elder who has reached the century mark. Bella Alexie turned 100 years old on Friday.

I do not really know what it is, Mr. Speaker, that we feed our people in Fort McPherson, but it seems that they eat properly because they live a long life. We are one of the very few communities that seems to continually celebrate individuals and elders who turn 100. For that we are fortunate, but I do want to say that this elder is also the sister of a recently deceased lady by the name of Charlotte Vehus who was 96 years old. I wanted to draw your attention to the celebration that took place. I want to thank Robert Alexie Sr., who is the sub-chief, and the son of Bella Alexie, who invited me to the celebrations, but again, I was unable to attend. I just want to say congratulations to Bella Alexie. I know that her family, Ann Walter, Robert, her grandchildren, her great-grandchildren and probably her great-great-grandchildren all would want me to say how proud we are of the elder, Bella Alexie. I would like to thank the chief in council, the mayor, and the hamlet council and all those who participated in preparing for the festivities that took place. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. I have a return to an oral question asked by Mr. Pudlat on November 24, 1992. The Member for Baffin South is correct in stating that many fuel drums remain on the land as a result of past activities. I have expressed my personal concern over these practices on many occasions. Responsibility for removing these drums rests firstly with those who placed them there. Unfortunately, many of these drums are old, and the owners cannot be found. To address this concern, the petroleum and products division of the Department of Government Services and Public Works has a drum crushing program. In recent years, residents of several communities in Kitikmeot, Keewatin, Baffin, and South Slave regions have been hired to crush fuel drums located near these communities using the mechanical drum crusher. In three years of operation, the program has crushed more than 28,000 drums in seven communities. The drum crusher is currently located in Baker Lake. The Department of Government Services and Public Works will send the drum crusher to other communities if the service is required. The federal Department of Indian and Northern Affairs also owns four drum crushers located in the Keewatin and Baffin regions. The federal government also plans to purchase a further four crushers to be located in the Baffin, Inuvik, and Fort Simpson regions, along with two metal shredders to be located in Coral Harbour and the western Arctic. The green plan's Arctic Environmental Strategy is providing funding for the operation of this equipment. Mr. Speaker, as these programs move old drums, we must take care that our own activities no longer leave drums on the land. Thank you.

Mr. Speaker, banking in today's time is very important to the people of this country, especially in the N.W.T. Banking is important to all the staff, to go through training, and to all the customers, to save money and borrow money for essential items such as hunting equipment in smaller and remote communities. Mr. Speaker, my question is what is, the Department of Economic Development and Tourism's position on supporting the initiative of the Arctic co-ops to form credit unions across the territories? government does not have any money to put into that particular venture. I have never stated differently. I have never given them cause to believe that the territorial government will put money into credit unions, and my position has not changed. I have been told that the number of positions moving from Fort Smith to Hay River is on the increase. I will have to find out the details and check whether that comment is correct. I would like to ask the Minister what the justification is for the position moving to Hay River where there are very few fluent Cree and Chipewyan speaking individuals using this position compared to Fort Smith. The language bureau regional manager position in Fort Smith must supervise community-based interpreter/translators outside of Fort Smith, for example, in Snowdrift, Hay River, Fort Simpson and Rae-Edzo. There are no aboriginal languages interpreter/translator staff members in Fort Smith. Our records indicate no call for government interpreting services within the community. The reason is, Mr. Speaker, that this remote management situation has proven to be difficult and inefficient. We have decided to relocate the supervisor closer to the people he is working with. Mr. Speaker, it was my understanding that the position was to assist not only the community but the individuals who needed any type of service of program delivery with regard to Cree and Chipewyan. Now the Minister is indicating to me that the position is moved for the convenience of supervising communities such as Fort Simpson, Rae-Edzo, Snowdrift or Hay River. To my disappointment, Mr. Speaker, I was provided with the name of someone from another community who does not speak the dialect of Natilikmiot.

Given that the medical profession is highly recognized and that there has to be an understanding between the doctor and the patient in order for the treatment...(microphone turned off)...did I speak without the microphone?

The medical profession is highly recognized, and one of the most important requirements for treatment to be successful, is that the doctor and patient be able to understand one another.

Since we do not have any interpreting staff which speaks my dialect and we have a number of unilingual patients coming from Pelly Bay, Gjoa Haven and Spence Bay to Yellowknife for medical treatment, would the Minister consider, before the hiring of new staff, providing an escort who would be able to translate/interpret for patients travelling to Yellowknife? I am aware that the position is currently vacant, with different individuals acting in that position. This position was advertised. Apparently there was an agreement made between the individual and the department. However, that particular agreement did not have a signature block for the union. Article 301 of the U.N.W. agreement indicates that the employer must recognize the union as the exclusive bargaining agent for all employees in the bargaining unit. In my written question I asked if the U.N.W. agreement was violated and the Minister indicated in his response that the collective agreement was not violated. Can the Minister indicate to me why he stated that the collective agreement was not violated? Thank you.

It was brought to my attention that there are a number of different courses offered to Dene people in our languages. There is no coordinated effort, at this point, to have one standard form. There seem to be different courses: the justice course at Arctic College and the interpreters' course, and there seems to be a different way of approaching it. There are also some researchers who are also creating their own courses. The concern is that the Language Commissioner has not been to the Dene area in the southwestern Nahendeh and Deh Cho area since she got in there, so I was wondering if she could be asked to go into this area and deal with it? Yes, Mr. Chairman. In the presentation of the Department of Social Services, the 1993-94 Capital Estimates include 13 projects, which total $3.468 million. Due to the continuation of the financial restraint program, the department's capital budget remains at a reduced level, although there are growing demands on our services during these tough economic times. The major thrust in the department of the coming year, in family and children's services, is to complete the group home in Baker Lake. In the community and family support services area the thrust is to commence and planning for an elders' residence in Fort Resolution and Gjoa Haven and to build a handicapped group home in Rankin Inlet and to commence planning for one in Inuvik. The remainder of the budget is for renovations to existing facilities, purchases of minor items of furniture and equipment and planning and design for new facilities.

I hope that there will be support from the Members for these requests, and I want to bring in the departmental official to help me answer any questions that the Members may have. Thank you.

During the review of the 1992-93 Capital Estimates the committee recommended that the planning proceed and a specific location be committed for the group home in the Fort Smith region, based on serving the most people in the best way possible. To the committee's shock, this item has been removed completely from the 1993-94 capital plan, to meet the department's capital target provided by the financial board, we were told. However, there are funds set aside for additions to museums. We are greatly disappointed by this behaviour. The N.W.T. residents in need of treatment must live in Alberta, instead of being closer to their families. Our capital management has to be better than this. Staff and politicians have to be trained, reinforced, reprimanded or otherwise motivated to do better for the people of the Northwest Territories.

Mr. Chairman, I am asking these questions to point out to the House that, whether Mr. Todd for Keewatin Central was here or not, I would pose the same questions. I have already expressed this concern to him as a Member that the Keewatin Central already has a handicapped adult group home in Rankin Inlet. Another one is being built in Rankin Inlet. No consideration was given to Arviat or Baker Lake, because it is assessing the ability of the community to provide the resources for the operation of this facility. It is the same attitude that the government has towards communities that are too big to be small and too small to be big. If they are not given an opportunity to provide the resources for facilities like this, then how are they going to be able to produce resource people to operate these facilities? If this attitude continues the small communities will stay small and the big communities will grow. I come from one of the larger communities but that same attitude is directed towards even my community, when things are done here in Yellowknife because of the inability of people or resources. How are we to develop these resources? I am concerned that a community like Arviat or Baker Lake could have been given a chance to build a facility like this. They could have been able to develop the resources to operate a facility like this but they are not. I am concerned about that and the attitude of the government towards this had better change. In my experience, it depends on how many people there are in the community or region. If there are only a few, the facilities, and the requirements and criteria to provide those facilities are fairly expensive because you are going into almost a hospital care situation. So we will be working with the Departments of Social Services and Health to identify the needs and then to try to get the justification to see if there are enough people to justify such a facility.

Once we have touched on the health issue, we get into a little difficulty in Fort Simpson and surrounding area because of the process that is now in place to determine health services in that area. I know we are not talking about health but I just wanted to mention the problem we have. Things seem to be put on hold in the area of health until this process has run its course. If we are going to be talking about Social Services working with Health to determine what level of care is required in the community and surrounding area, it is a concern. It makes it very difficult to wait until the process can run its course. In the meantime, we know there is some work that should be done to work towards this. I would like to ask the Minister and the department if they would work with the community to see if a level III facility is required in the community of Fort Simpson and surrounding area. Thank you.

Could I ask the department if it has taken into consideration the comments that I made to my honourable colleague, the former Minister of Social Services, with regard to capital last year for the Fort Smith region? Mr. Chairman, this particular department has always been overlooking the North Slave region, and it is doing so again. I mentioned that to the Minister, Mr. Whitford, last year. I am sure the department is aware of the concerns I raised. As my colleague for Baffin Central stated, Fort Resolution already has a senior citizens' home. If I recall correctly, when the consultation occurred in my region with the Premier's office with regard to capital, one of my communities signed up for a senior citizens' home, and it is not even listed under future years anticipated. Could I ask the department to see where it stands? Is it even included in their five year capital plan? Do they have a five year capital plan?

I understand that the department does have a five year capital plan and if it can produce it, then this particular project will not be delayed. I would like to see that five year capital plan for the department, and I would like them to table that. That does not take away from Fort Resolution if the department does have a capital plan. When I put forward my motion, I did not realize that the department had a five year capital plan.

Mr. Chairman, I have no problem with the argument that a five year capital plan for an elders' residence in the Northwest Territories is required, but I am not going to support the idea that the capital plan be conditional on deferring other residences for other senior citizens in the Northwest Territories. I think that there has been a great out cry in the communities to address the need for services for our elderly, and as a co-chair for the Special Committee on Health and Social Services, I find it very difficult to support the idea of reducing services for elders, no matter where they are. I will even support the idea of an elders' residence in Fort Rae or Rae-Edzo, wherever it might be, if that is the recommendation. But I believe that the request is being made for a five year capital plan to address the needs of senior citizens and elders in the Northwest Territories. In my view it would be a lot more positive if the honourable Member could suggest that this committee recommend that a five year capital plan for elders' residences be developed and tabled in this House. In that context we can ask Members to address the needs of the seniors in our constituencies, including the manner of addressing the services we are going to provide to the elders. At this time I am going to have to oppose the suggestion of deferring the expenditures for other seniors' residences. We all know there are needs in our communities and constituencies. I think it would be wrong of us to penalize elders in one community instead of trying to find ways of improving the

financial resources and addressing the needs in other communities. That is my concern right now.

Thank you, Mr. Chairman. The items contained in the 1993-94 capital budget of the Department of Renewable Resources are required to maintain or improve the delivery of departmental programs and services.

These items fall into three categories: small pieces of equipment; building renovations; and new facilities. Most of the new equipment is replacing existing equipment used to conduct field projects and patrols.

Wherever possible, we are having buildings renovated rather than constructing a new facility. The renovations extend the life of the facility or provide unheated storage space for equipment. Buildings in Fort Smith, Fort Good Hope, Cambridge Bay, Coppermine and Fort Providence will be renovated in 1993-94. Maximum use will be made of local contractors and suppliers.

Plans for all new facilities have been reviewed and adjusted to take into account the need for fiscal restraint and the ability of local contractors to bid on the projects. The department is also looking at the option of leasing space in existing buildings from local businesses or community organizations.

Only two new facilities will be constructed in 1993-94. They are: the completion of the air tanker base in Inuvik; and a bulk fuelling system in Wrigley. The fuelling system is used during the forest fire season and will result in annual cost savings of over $20,000.

After several delays, the department is setting up an office for Lac La Martre. This winter the site will be prepared and construction material will be moved along the winter road.

Thank you, Mr. Chairman. Mr. Chairman, the Members of the committee noted that the department is building several offices or warehouses which it appears could be leased instead.

As with other initiatives of this government, the committee feels that it may be prudent to lease space from the private sector and recommends that the Department of Renewable Resources review the merits of leasing office and warehouse space rather than building their own.

Thank you, Mr. Chairman, the committee also comments the respect to the tannery. During the review of the 1991-92 Capital Estimates, the previous Standing Committee on Finance recommended that the department conduct a feasibility study for the development of the fur industry in the Northwest Territories from raw materials to finished goods. After almost two years, and under the same Minister, the strategy still has not been placed before the Minister for action. The committee wishes to stress the need for action. The government's taking over two years from the germination of an idea to implementation is not acceptable in our current economy. Too many people are depending on our initiatives for jobs. It is our hope that the department and the Minister will recognize the importance of this initiative and accelerate plans for enhancing the fur industry and building a tannery. I will raise it in a number of other areas also. I would hope, Mr. Chairman, that the department, along with the Minister, will review whether or not the project of the office/warehouse complex can be better dealt with by the band and in the context of leasing the appropriate space to this government. From an economic perspective, it is an advantage to the community and to the band. You should find out whether or not that option is available to the band and see if the financial resources can be made available through other financial options to the band. I raise that point because I noted it as part of the recommendations that have been made. I am not sure whether the office warehouse complex can meet the needs of the community in a more general context rather than just in the wildlife responsibility context. Thank you, Mr. Chairman.

I know there has been some concern expressed by northern businesses over the handling of this tender on the furniture, which no doubt the Management and Services Board will also be aware of. I cannot give you a definitive answer to that until I talk to the Management and Services Board. I will say that after two years of following one process, changing it because of one specific tendering controversy would probably give me some difficulty. The Management and Services Board originally decided not to be involved because they felt they should be at arm's length from this procedure and let the normal government tendering policy take place. This has not been discussed by the Management and Services Board. I will take it back to the Management and Services Board.
