Thank you, Mr. Chairman. It sounds like we need to do some planning here. It seems like no one knows what we have a $970,000 supplementary for, but somebody had to plan to get it into the supplementary. Again, I would like to ask, exactly what is the intention of these dollars expended? Is it to build these bridges, going forth to public tender or will there be a negotiated contract? We had to have planned to get it into the supplementary.

Mr. Chairman, it is a very hard question to put an answer to because our share of the money is going to be tied in with the federal share. There are certain conditions on the federal share that we have to abide by. How we come to meet all the conditions and still take into consideration the public tender process, we have not decided that yet.

Thank you, Mr. Chairman. Since we are now going to be using federal dollars in regard to the money that has been allocated, my understanding is that those dollars are from Indian Affairs, which clearly state they have to be used for aboriginal economic opportunities for businesses. From that, does that mean that the process will be negotiated contracts, where aboriginal groups can negotiate a contract with this government for aboriginal employment, aboriginal contracts? Will that be one of the criteria used for this amount of money?

Mr. Chairman, the Member is right in referring to conditions to the federal dollar. What the conditions are to the $970,000 depends on what part of the project the $970,000 is used in. If there is opportunity for public tender, then we would do that. If we have opportunities for negotiated, if that is the preferred way to do it, then we will go that way as well. We have not decided.
